The engineering
Utilization is the fraction of scheduled time a machine is actually producing; availability is the fraction it is capable of producing (up, not broken). The gap between them is idle time — the machine works but has nothing to run, whether from starved feed, no operator, or no orders.
Keep the two apart when you diagnose a bottleneck: low availability points at maintenance and reliability, low utilization at scheduling and material flow. A common trap is quoting a shiny 95% availability while utilization sits at 60% because the cell starves half the shift.
Pick the scheduled-time base consistently — a 168 h calendar week, a single 40 h shift-week, or planned operating hours — or two shops' numbers won't compare. This is the classic Groover definition; multiply by performance and quality factors when you need full OEE.
Where this math comes from
Utilization and availability come straight out of production-systems engineering, where a plant's real throughput never matches its nameplate. Mikell Groover codified the plain algebraic definitions used here in his Automation, Production Systems, and Computer-Integrated Manufacturing text, giving industrial engineers a shared vocabulary for machine-hour accounting.
The idea sharpened with the total productive maintenance movement in postwar Japan: Seiichi Nakajima's OEE framework in the 1980s split effectiveness into availability, performance, and quality, making the availability term on this card one leg of the industry-standard metric.
